Haïti : Quatre candidats à la présidence pour le report du scrutin
Quatre candidats à la présidence appellent au report des élections présidentielles et législatives du 28 novembre prochain en raison de la propagation de l’épidémie de choléra qui a déjà fait plus d’un millier de morts.
Il s’agit de Josette Bijou, Garaudy Laguerre, Wilson Jeudy et Gérard Blot. Dans le dernier sondage de BRIDES, si le maire Wilson Jeudy arrive en 11e position avec 0,8% des intentions de vote, le juriste Garaudy Laguerre détient la 15e place avec 0,3% suivi du docteur Josette Bijou 16e avec 0,2%. Le docteur Gérard Blot occupe la dernière place avec 0,1% des intentions de vote.
Dans une note de presse conjointe, ces quatre poids plumes de la course à la présidentielle motivent leur demande par l’importance de la crise sanitaire que les autorités de santé publique ont-elles-mêmes qualifié de menace pour la sécurité du pays.
Pour corroborer leurs démarches, ces mauvais élèves de tous les sondages disent également se baser sur la détermination du peuple déterminé à défendre ses droits à la santé et à la vie et l’irresponsabilité des autorités étatiques qui donnent la priorité à leurs intérêts politiques personnels.
Dans l’intervalle, le candidat à la présidence Axan Abellard qui devait annoncer son retrait vendredi de la course électorale a posé un lapin aux journalistes qu’il avait invités à une conférence de presse.

MINUSTAH supports Jude Celestin through Elisabeth Preval
Haiti is a country of rumors; this is the way people get their news. It takes time getting used to it, but after visiting Haiti, one learns that these rumors, in their vast majority, are solid facts that merit distribution via the formal media
It’s no secret Rene Preval, the current President, supports the official candidate: Jude Celestin. Preval’s support will allow continuity to the inefficiency and corruption of his own government.
Celestin was an unknown politician in Haiti until a few weeks ago, in fact, on the first poll released; he did not even reach 8% of voter intention. He has come quite far since then, manipulated polls place him at 24% voter intention.
Prior to his candidacy, Mr. Celestin was in charge of infrastructure reconstruction in Haiti. Anyone visiting Port-au-Prince and its surroundings, very rapidly can realize that Jude Celestin’s performance while in government was a clear and utter failure. In the capital, Port-au-Prince, not only is it hard to see any signs of reconstruction, there are no signs of any infrastructure projects.
One cannot find any signs of reconstruction or progress, even after the hundreds of millions of US dollars spent in Haiti for relief efforts by the international community, via the government of Haiti. One wonders, where has all the money gone?
One answer, attributed to published reports and rumors is the President’s wife: Elisabeth Delatour Preval. Let’s analyze why this is…
The First Lady is a principal stakeholder in SANCO Haiti, a company that offers services to the MINUSTAH (UN contingent in charge of keeping the peace in Haiti).
Through a very generous contract that this company has with the MINUSTAH, Mrs. Preval is filling her personal coffers with millions of dollars, at the expense of the impoverished people of Haiti.
It is also rumored (and was published in the Haiti-Observateur in Aug 2009) that the First Lady purchased a $2million dollar home, with funds from this impoverished nation, where millions of families live in misery.
This inexplicable enrichment is not limited to Mrs. Preval. Jude Celestin, the official candidate has also acquired multimillion dollar homes in Florida, where in recent weeks, the Miami Herald has published articles regarding Celestin’s financial hardships, presumably since he left his official government post where he controlled multi-million dollar budgets for the reconstruction of the infrastructure (http://www.miamiherald.com/2010/10/20/1883603/preval-protege-faces-s-fla-financial.html). With this in mind, it is easy to conclude Celestin’s financial hardship comes from the fact that he no longer controls multi-million dollar government budgets, where he was taking a cut from each project through corrupt practices.
Over the past few weeks, actions by SANCO Haiti, the First Lady’s company, have been questioned regarding their work disposing of human excrements from a Nepalese UN base into the Artibonite River. It is suspected this could be the source of the cholera epidemic that is affecting the poor nation.
The primary worry is that SANCO Haiti simply had dumped fecal excrements into the river without any chemical treatment of the wasted, as established per their services contract.
Even more worrisome is the despicable illicit enrichment by the First Lady, asides from the gravity of the health situation due to her negligence, are the rumors that the MINUSTAH is unofficially supporting the official candidate, Jude Celestine.
There is major worry due to the massive acts of corruption between SANCO Haiti, the First Lady’s company, and workers of the MINUSTAH, who fear that if an opposition candidate were to reach the Presidency, this massive corruption sham would become public.
It is for this reason that there is fear and doubt that the elections will be free and fair, even with an overwhelming presence by the OAS/CARICOM election observation team, to ensure the electoral process is free and fair.
It is not clear if high-ranking officials at MINUSTAH are aware of these unacceptable acts of corruption, it is plausible that only the local MINUSTAH staff are the one mainly involved in these massive acts of fraud and corruption, which, at the end of the day, continues to hurts the already battered people of Haiti.

A foreign engineer was visiting St. Marc today when he witnessed an amazing performance, which he described, upon his return to Port-au-Prince.

These were followed by dozens of Land Cruisers, also State-owned, loaded with more people. Accompanying the swarm were 16 PNH police cars, with sirens and rotating beacons. 127 (he counted these) motorcycles and a bunch of low-boys, carrying heavy construction equipment.
The circus stopped in front of a long wall – he thinks this is about a half mile long – completely plastered with Celestin election posters.
The buses should have been carrying children to school.
The Land Cruisers should have been doing State business elsewhere.
The police cars should have been dealing with crime, instead of escorting it.
The motorcycles were bought, and distributed by Celestin, as part of his campaign.
All of this circus was set to impress the voters in St Marc as to what Engineer Celestin would do for them, should he become president.
His personal security includes over 50 guys from the palace.
This entire process gives “the finger” to Haitians and the International Community.
This obscene display was funded with money stolen from the Haitian People.

MINUSTAH y su apoyo a Jude Celestin a través de Elisabeth Preval
Haití es un país de rumores. Es la manera como los ciudadanos se enteran de las noticias. Toma tiempo acostumbrarse, pero al rato de estar visitando Haití, uno se da cuenta de que estos rumores en su gran mayoría son hechos concretos y verdaderos, que merecen ser difundidos en medios de comunicación formales.
No es ningún secreto que el actual Presidente René Preval apoya al candidato oficialista Jude Celestin. Lo apoya para dar continuidad a la ineficacia y corrupción de su gobierno.
Celestin era un político desconocido en Haití hasta hace pocas semanas; de hecho, en la primera encuesta del 5 de septiembre, no llegaba ni al 8% de intención de voto. Muy lejos de donde las encuestas manipuladas lo colocan el día de hoy, con el 24% de intención de voto.
Antes de ser candidato a Presidente, el Sr. Celestin era el encargado de la reconstrucción de la infraestructura en Haití. Cualquiera que visita Puerto Príncipe y sus alrededores, muy rápidamente se da cuenta que el trabajo de Jude Celestin en el gobierno fue un gran fracaso. En la capital de Haití no sólo no se ve ningún signo de reconstrucción, sino de cualquier proyecto de infraestructura.
Después de que miles de millones de dólares fueron entregados por la Comunidad Internacional al gobierno de Haití, para la reconstrucción, al no ver ningún indicio de progreso uno tiene que preguntarse a dónde fue a parar todo ese dinero.
Una de las respuestas, a la que se le dedican muchos rumores y también algunas noticias concretas, es la esposa del Presidente René Preval: Elisabeth Delatour Preval. Analicemos el por qué…
La Primera Dama es la principal accionista en SANCO Haití, una empresa que presta servicios a la MINUSTAH (contingente de la ONU a cargo de mantener la paz en Haití).
Es a través del jugoso contrato que esta empresa tiene con la MINUSTAH, que la Sra. Preval está llenado de millones de dólares sus cuentas bancarias personales, a costa del empobrecido pueblo de Haití.
Se rumora también muy fuertemente que el año pasado, la Primera Dama de este país con millones de familias viviendo en la miseria, pagó en efectivo una casa de $2 millones de dólares en la ciudad de Miami.
Esta “riqueza inexplicable” no se limita a la Sra. Preval, el candidato oficialista Jude Celestin también ha adquirido propiedades multimillonarias en la Florida, donde en recientes semanas, el Miami Herald ha dado a conocer los problemas financieros de Celestin, presumiblemente a partir de que dejó de controlar los presupuestos millonarios que se le otorgaban a la agencia gubernamental para la reconstrucción del infraestructura en Haití, bajo su administración. Con estos antecedentes, es muy fácil concluir que Celestin se quedó sin el importante ingreso personal que le generaban los actos de corrupción.
En las últimas semanas se han estado cuestionando acciones por parte de SANCO Haití, la empresa de la Primera Dama, por la irresponsable descarga de excrementos humanos de una base de soldados nepaleses, al Río Artibonite. Se sospecha que ésta pudo ser la causa de la terrible epidemia de Cólera en el país.
Según estos cuestionamientos, SANCO Haití simplemente habría arrojado estos heces fecales, sin tratamiento químico alguno, contrario a lo establecido en los contratos de servicio.
Y todavía más preocupante que el enriquecimiento desmedido de la Primera Dama, o la gravedad de esta alerta de salud por negligencia, son los rumores de que la MINUSTAH está apoyando de manera extraoficial al candidato oficialista, Jude Celestine.
Existe un fuerte temor por toda la corrupción que hay en juego entre SANCO Haití, la empresa de la Primera Dama, y funcionarios de la MINUSTAH, quienes temen que si un candidato de la oposición llegara al Palacio de Gobierno, todo esta red de corrupción se haría pública.
Es por esta razón que la preocupación de que las elecciones sean verdaderamente transparentes y justas es una enorme duda, como lo es también la presencia contundente de la OEA/CARICOM para fiscalizar de cerca el desarrollo del proceso electoral.
No se sabe si a los rangos más altos en la MINUSTAH estén al tanto de estos inadmisibles niveles de corrupción, ya que podrías ser principalmente los oficiales locales de la MINUSTAH quienes estuvieran mayormente involucrados en este masivo acto de corrupción y fraude que, a fin de cuentas, a quien más daña es al tan golpeado pueblo haitiano.
